No Change In Electoral Bodies Acceptable: Hekmatyar

Hizb-e-Islami leader Gulbuddin Hekmatyar said at a press conference on Saturday that no change in the electoral bodies will be acceptable.
 
This was in reaction to the recent calls for a major change in the formation of the Independent Election Commission and the Independent Election Complaints Commission. 
 
“Some (people) intentionally ask for change in election commissions in order to delay the polls because they are afraid of elections,” he said.
 
Hekmatyar, who presented a draft plan for holding transparent elections, said the upcoming polls should be held according to the existing formation of the election commission.
 
“Every Afghan should vote. First of all, it is better if they are affiliated to a (political) party in the country. It means that the voter should vote for a candidate and his party because elections is not only for selecting a representative but it is also for making their government,” he added.
 
At the same event, the IEC officials said they will use parts of the draft for next year's elections.
 
“We can use the methods which have been predicted in this draft plan, but it has a number of dimensions which are not related to the election law; same as the existing election law which is under criticism by a number of lawyers as they say it has a number of gaps,” said Gulajan Abdulbadi Sayyad, IEC spokesman. 
 
 However, he said the IEC was not an independent body.
 
“No eligible Afghan should be deprived from voting;  neither displaced persons or refugees. The voting stations should be based on the seats in parliament,” Hekmatyar said as he briefed journalists on his draft plans.
