Kabul police chief Hasan Shah Frogh said on Wednesday that small groups of Taliban insurgents are being deployed to areas on the outskirts of the capital to prepare for attacks. 

He said this makes it difficult for police to track their movements.  

In addition, these cells move into the city at night, Frogh added. 

“A group of them were deployed in Musahi district, we went there and one of them was killed in battle, we also arrested another one and the man confessed they were living in house belonging to a man named Mawlawi, we seized their weapons, flag and explosives,” said Frogh.

Frogh’s comments come just days after the raid on a guesthouse in PD7 in which an Afghan guard and a German woman were killed and a Finnish woman was kidnapped. 

In another incident, on Tuesday night, unknown gunmen opened fire on the vehicle of a former MP Najibullah Kabuli after they detonated an IED against his vehicle. Kabuli sustained serious injuries in the attack.  

“There was an attempt against my life last night, but police came and helped me, I don’t know if they were trying to kidnap me or kill me,” said Kabuli.

According to Frogh, such attacks are planned by the Taliban who are living on the outskirts of the city.  

“We have started our assessments to find out the nature of the incident,” said MoI spokesman Najib Danish. 

“We call on the officials to provide us with security and investigate the case seriously,” said a resident of Kabul Ibrahim Alokozai. 

Earlier this month, Kabul police also seized dozens of weapons and suicide vests from a private school in Khushal Khan area in PD5 of Kabul. 

Based on reports, in the past six years, 114 suicide attacks have been carried out in Kabul, which have killed dozens of civilians and wounded hundreds more.  

The Kabul police chief said these small groups of insurgents are moved to the outskirts of the city in order to plan attacks.
