We Will Kill You Or Capture You, RS Warns Daesh

The Resolute Support mission’s spokesman Captain Bill Salvin in a press conference on Thursday said Daesh is a clear and present threat to Afghanistan and the region and warned that members of the group will be killed or captured if they come to Afghanistan. 

He said at a joint meeting with the Ministry of Defense in Kabul on Thursday that this is a “message to Daesh: If you come to Afghanistan, we will kill you or capture you.”

“Since their height in 2015 we have reduced the territory ISIS-K (Daesh) controls by 67 percent and their number of fighters by 75 percent.”  He stated that the Afghan security forces were stronger and better prepared in 1396 than the last year.

“Our goal is to defeat ISIS in Afghanistan in 1396 [the current solar year] and ensure that Afghanistan does not become a safe haven for terrorists,” he said. 

On this issue of the Mohammad Daud Hospital, Salvin said 90 percent of the military hospital had been repaired following the deadly attack in March and the remaining repairs will be done this week

Salvin said there is a budget of $2.7 million USD to repair damage to the hospital - $1.7 million USD for new medical equipment and $1 million USD for new furnishings.

“The Resolute Support is paying for the restoration of 50 rooms, two X-Ray machines, seven monitors with servers, new imaging units and laboratory equipment,” he said. 

“The hospital will be better; upgrading two operating suites, improving ICU monitoring, providing hi-tech radiology equipment.”
Salvin said within three days of the attack, patients were receiving care. “In six days, ICU was running. In 14 days, 250 of 400 beds were available,” he added. 

“We will improve the hospital by overhauling generators and repairing elevators.  ANDSF members and families will have a state-of-the-art hospital worthy of their service and sacrifice,” he stated. 

On the subject of the air force, Salvin said the Afghan Air Force now has four new A-29 Super Tucano attack planes, 12 total strike aircraft and that this time last year they had zero.

He added that new A-29 planes for the Afghan Air Force, with helicopters, yielded dramatic improvement in ANDSF operational capabilities.

He said winter training enabled the ANDSF to launch two campaigns: Operations Hamza and Khalid. 

“Operation Hamza takes aim at ISIS-K (Daesh) in Nangarhar and Kunar. Operation Khalid will isolate insurgents across Afghanistan,” he added. "ANDSF will protect population centers and deny resources and illicit funds to insurgents."

Since Jan 1, the U.S forces have conducted at least 460 kinetic strikes in support of ANDSF. In March, 79 U.S strikes killed more than 200 Daesh fighters. 

He said in March a U.S strike killed a key al-Qaida coordinator, Qari Yasin, who had been responsible for a 2008 Islamabad attack.

At the same event, the Defense Ministry spokesman Major General Dawlat Waziri said the Afghan security and defense forces have had major achievements since the beginning of this solar year – March 21 2017. 

Waziri said 15 military operations have been conducted in 14 provinces in the past 24 hours across the country and that the Air Force had conducted 70 flights across Afghanistan and night raids were successful.

According to him, 96 Daesh militants were killed during these operations including some of their commanders.

He said Pakistani fighters were also among the insurgents killed in the military operations. 

Waziri said a military operation is moving forward in Nangarhar - especially where Daesh is active.

He stated that a number of civilians captured by insurgents in Helmand province have been rescued.

He said the Defense Ministry has plans to provide weapons stock in every Corp across the country but only commanders will be able to requisition them. 

“Eighty percent of all troops already have their required equipment,” he added.
