The last five months of fighting and terrorist activities have killed or wounded more than 3,000 civilians, but there are no signs of proceedings.

The only reaction line some organisations and the government have taken is condemning the incidents, but their silence is quite controversial.

Terrorism, violence and human rights violation are felt in most parts of the country. The worst of violence occurred in Herat province where Taliban decapitated a driver and burnt another one after shooting him.

Candace Randeaux, senior analyst for International Crisis Group believes that most violence occurs in order to keep the public quiet.
"In some cases Taliban are launching operations to keep people quiet, spread fear among them, ensuring their presence in the area and tiring people," she added.

As violence increases, it doesn't seem that Afghan government is taking any action and even in some case no one is interested to provide information regarding the incidents, so we can say that most of the cases remained unrevealed.

Miss Randeaux stressed that gruesome violence practised by the Taliban is due to the public silence. "People are afraid that if they raise their voice, they could be harmed but undoubtedly put themselves in great danger, she said.

On the other hand, some government officials flinch from providing information regarding some incidents. "I think some local officials are making deals with Taliban and I think interest in money and high positions is deeper than justice," she added.

But silence of the civil society is clearly felt as well. According to human rights committee in some cases they have pressured government, but their silence is quite controversial.

Giving privileges and increasing animosity of the Taliban

What is called giving privileges to Taliban by the Afghan government is one of the reason government is keeping silent in most of the cases of violence. Negotiation with the Taliban is the priority of the Afghan government and it seems that president Karzai has taken some steps to encourage some actions and has ignored their violent activities.
