Afghan President Hamid Karzai was expected to announce the second phase of security transition at the Istanbul conference on Afghanistan.

But it is said that the recent attacks in Kandahar and disagreements over security hand-over to Afghan forces have delayed the second phase.

The first phase of security transition has frequently been highlighted as a success.

But how successful has it been?

This report focuses on the situation in Bamian, one of the provinces that Afghan forces have taken over, but Taliban insurgents have started to appear in some areas around it. Bamian province was considered among the relatively peaceful areas, but it now seems to be faced with some threats.
