The Afghan ministry of rural rehabilitation and development says it has allocated 1.5 billion dollars for the projects under National Solidarity Programme (NSP)

The Ministry said the projects are funded by the World Bank and some other donors.

According to the Ministry, with the allocation of this amount, 30 percent of the remaining rural areas in Afghanistan will be covered by the NSP.

In the next five years, all the villages in Afghanistan will be covered by the third phase of the Programme under which the previously implemented projects will be reviewed and new projects will be launched.

"The allocated amount will be used to cover 30 percent of the remaining villages, and half of the total number of villages in Afghanistan will be covered for the second time," said Tariq Asmati, executive director of NSP.

The NSP projects will focus on providing drinking water facilities, constructiion of health and educational centres, establishing hydro power plants, building roads, bridges and culverts, retaining walls and water canals.

Officials in the Afghan Ministry of Mines said on Monday that 400 tonnes of chromite is daily smuggled out of the country

The ministry also acknowledged that in addition to chromite, some other precious and semi-precious stones are also smuggled to one of the neigbouring countries.

In order to prevent smuggling of precious and semi-precious stones, the ministry of interior has expresssed support to provide 700 secuirty personnel for the mines all over the country, the Ministry of Mines said.

The security personnel provided by the MoI will also make sure that chromite, which can be used to produce steel, is no longer smuggled out of the country, it added.

"We expect the government to form a special security unit of 7000 personnel to esnsure mines security," said the Mines Minister, Wahidullah Shahrani.

The news comes some weeks after the work at Ainak copper mine in Logar province was halted by insecurity.

But the Ministry of Mine said the work has been resumed after 1500 security personnel were provided to ensure security of the Ainak copper mine.

Head of Afghanistan's Chamber of Commerce and Industries (ACCI) warned on Saturday that Kabul Bank should be recovered; otherwise, it will badly affect the Afghan economy

"If the situation is not controlled and people are not informed about what's going on, this could have very negative effects on the economy of the country and its monetary stability," said Head of the ACCI, Mohammad Qurban Haqjo.

The only way out of this dilemma is the leak of truths by the bank, he said.

While praising the Afghan government for providing support to Kabul Bank, the shareholders remarked Kabul bank's situation is going back to normal.

Mr Haqjo sees the shift on the Kabul Bank management troublesome.

Meanwhile, President Karzai's brother and a shareholder of the Bank, Mahmud Karzai said the main factor behind this problem was inaccurate reports published by the Washington Post.

"Kabul Bank promises all the people of Afghanistan that no single penny will be lost and the Afghan government strongly stands behind this issue," said Mahmud Karzai.

Some four days ago, Western news websites published reports on Kabul Bank's insolvency which was immediately rejected by the Afghan government that declared its full support to the bank.

But still one could see a significant psychological impact on the clients by millions being taken out of different accounts of the Bank.


Re-design and rebuilding project of Joy-e-Now major water canal in Enjeel district of Herat is signed with a private contractor.

The Afghan Ministry of Water and Energy says that the project is a part of the bigger project to restore water resources of Afghanistan's west region.

According to the ministry, the project implementation will cost more than 8 million dollars, which is expected to be accomplished in 2 years.

The project will include canal digging of 345,000 cubic meters, 9,000 cubic meters of gravelling and other technical work.

The project costs will be covered by the Asian Development Bank loans, said the ministry.

Acting Minster of Water and Energy, Mohammad Ismail, said: "This is one of the major contracts to be signed with Mumtaz private company to build
a 20km long water canal."

The Ministry cites improvement of water management system and modernisation of irrigation as the main advantages of such projects and says that after the project is accomplished, no more water will be wasted in Enjeel district of Heart.

The financial system of the Afghan government is equipped with modern computer systems

The Afghan Treasure Department of the Ministry of Finance says after the department is equipped with the modern computerised system, all the salary payments and expenditures of government employees will be done through computers and the information will be carried to the ministry in Kabul in a very short time.

The department has cited the modernisation of the country's financial system a big achievement and says that it will encourage the international community to increase donations to the Afghan government.

The Treasure Department has already paid some government employees' salaries using the new financial system in the past two days.

"The control centre shows us the number of cheques, salary amount and expenditures," said head of the treasure department, Mohammad Aqa.

Some of the employees who receive cheques in provinces said with the new machines, they are able to do a one-day work in an hour.

Besides modernisation of the country's financial system, the new systems will help decrease administrative corruption in Afghanistan.
