A top Taliban Commander was arrested in Herat, a western Afghan province, Provincial Police Chief said on Monday

Provincial Police Chief, Mohammad Salem Ehsas said the detained Taliban commander is also in the UN Security Council’s black list.

Mullah Gulbuddin, the arrested Taliban Commander, was operating in Shindand district of Herat province and was detained in Mir Dawood, an area in Herat province, the Provincial Police Chief said.

"Mullah Gulbuddin, whose name is in the UN’s black list, was carrying out insurgent attacks in Shindand district. And following activities by our spy organization, he was detained in his way to Shindand district," said Mohammad Salem Ehsas.

The detention came as the chief provincial police acknowledged that an illegal chattering apparatus was also seized in this western Afghan province by the police forces.

"Two individuals have been arrested in connection with the issue. They are both Afghans, and investigations are in progress," he said.

An Afghan security official said on the condition of anonymity that the chattering apparatus was used in spying activities for one of the neighboring countries.
