Ministers who were unable to spent more than 50 per cent of their budgets during the last fiscal year were summoned before the house.
Some MPs believe these ministers should be disqualified from their positions and prosecuted.
MPs are concerned about corruption within some ministries and are raising questions about ministers' competency to spend their budgets.
