There is no guarantee for a transparent and fair presidential election in 2014 if the registration of voters is not complete, the head of Afghanistan's Independent Election Commission (IEC) said on Wednesday.

Fazel Ahmad Manawe said at a press conference in Kabul that the registration process is expected to get underway by the start of April next year.

The independent committee appointed to investigate the extent of the Kabul Bank crisis said on Wednesday that as much as $5 billion was transferred out of Afghanistan over a four-year period and urged the government to act on having the assets frozen.

The Communications and IT Minister Amirzai Sangin said before parliament on Wedensday that the plan for the distribution is ready but they are waiting for a proper design for the cards.
