At least ten young girls were killed in a bomb blast in eastern Nangarhar province on Monday morning, local officials said.

Two other young girls were injured and taken to a nearby hospital.

A suicide car bomber has targeted the compound of a foreign contracting company in east Kabul on Monday, killing one civilian and injuring 15 others, including two foreign nationals, security officials said.

The attack took place at about 11:00 am local time when a suicide bomber in a car detonated his explosives at the compound of Contrack International, a US company in the Pul-i-Charkhi area of Kabul, Interior Ministry Spokesman Sediq Sediqi said.

The Independent Election Commission warned Monday that the success of the 2014 presidential elections depends on successful voter registration, which can't commence unless a new registration plan is passed by parliament.

"Success in voter registration is in fact success in the elections. If this project fails, we will not have a successful election," IEC Fazl Ahmad Manawi said. He added that successful voter registration will help curb electoral fraud, leading to a resolution of "at least 50 percent of the election issues."
