Militias in Libya are running amok and are keeping thousands of people in clandestine detention centres, the United Nation said.
While militia groups engage in violence, the weak interim government is struggling to wield authority.
More than 8,000 pro-Gaddafi supporters have been detained by militia groups and there are also reports of torture, UN officials said.
Fighting has recently broken out in Tripoli, Bani Walid and Benghazi. There were false reports that skirmishes between armed residents of Bani Walid and revolutionaries were pro-Gaddafi forces retaking the city.
Ian Martin, the UN's envoy to Libya, said the violence highlighted the problem of how to reconcile Mr Gaddafi's supporters and the rebels who defeated them.
