The recent visit of nuclear inspectors to Iran was a failure and no progress was made, reports said.

Tehran blocked access to a site where it is thought secret nuclear weapons research is being kept.

Shortly before the UN issued a statement about the visit, an Iranian general warned that Tehran would carry out a pre-emptive strike on any country that threatened Iran.

The two sides also failed to agree on how to proceed in tackling other unresolved issues.

"We engaged in a constructive spirit but no agreement was reached," IAEA chief Yukiya Amano said in the statement.
