ARG-Jamiat-e-Islami Wrap Up Second Round of Talks

Ousted Balkh governor Atta Mohammad Noor on Thursday said to reach a final settlement, the government and Jamiat-e-Islami party of Afghanistan have decided to conduct a third round of negotiations on Saturday.
 
Noor again reiterated the call for the complete implementation of the political agreement based on which, the national unity government was formed under president Ashraf Ghani and CEO Abdullah Abdullah.
 
Noor made the remarks in a meeting with the elders of Kapisa, Parwan and Kabul province where he raised hope that the two sides will reach a final conclusion on Saturday.
 
“I am fully confident that the Jamiat-e-Islami leadership will not compromise on your rights and will not bow to its rival. 
 
“This includes: the implementation of the political agreement on the formation of national unity government; changing the system to a parliamentary system; the rolling out of identity cards in terms of the law which was approved by the national assembly and signed by president; and promoting social and political justice and other issues which have been referred to them,” said Noor.
 
He also called on the international community to help the country in the implementation of the political agreement, adding that the only solution to avoid any possible crisis in the country is the true implementation of the agreement.
 
“The international community and our international friends who are present, are you not aware of the agreement?” asked Noor.
He added that the international friends of Afghanistan are witnesses to the agreement they co-signed. I want to ask the United Nations Assistance Mission in Afghanistan (UNAMA), didn’t you sign at the bottom of this agreement, you have signed it and witnessed it.”
 
Jamiat-e-Islami leaders are optimistic about outcomes of talks
 
Noor has warned of Repercussions if Govt resorted to the use of Force.
 
Noor has also warned that he will not allow engineer Mohammad Dawoud to come to Balkh province.
 
He warned the government against using force, saying such a move will lead to the disintegration of the security forces.
 
My dismissal from the post of Balkh governor will be a red line for Jamiat-e-Islami party, said Noor. He reiterated that he will still serve as Balkh governor until the end of the National Unity Government (NUG).
 
“We will not allow a few wayward individuals and thieves who have gathered in the guesthouse of the NDS and security council in the street number of 15 of Wazir Akbar Khan to look at us. They cannot dare to look at my nation and they don’t have the courage to come in this direction. 

“It would be very dangerous if the government resorted to force, this will not only affect the people, but it also will move the security forces towards disintegration. You have committed a lot of mistakes, but try not to commit the mistake that could impact the entire country,” said Noor.
 
 He said that Jamiat party of Afghanistan shares 50 percent of the NUG and that the president does not have the authority to dismiss him from his post.
 
“Mr. Dr. Abdullah told me that I (Noor) have been very harsh to the president. I replied that if there is corruption, there is corruption, there is insecurity and Daesh have infiltrated. Yes, the Taliban has expanded, Yes, the economy has faced a downfall, yes,” added Noor.
 
Although the negotiations for the peaceful settlement of the political tensions between the Jamiat-e-Islami party of Afghanistan and the presidential palace are on track, it is not clear what outcomes will be of the talks in the final stage.
