An Afghan student has developed an application called Chattak Help which members of the public can use to pay their water and electricity bills. 

The Afghan student, Mirwais Nusrat, who is studying construction engineering, said the application is designed to be installed on smart phones connected to the internet and then customers and relevant companies can create accounts. 

According to Nusrat, the companies can send their customers their accounts via the app and customers can then pay their bills by using their phones.
