Election observers and monitoring groups on Sunday said the absence of a chairman for the Independent Election Commission (IEC) cannot justify poor performance by members of the election management body.

They urged government officials to speed up efforts to fill the vacuum that has been created following the dismissal of former IEC chief Najibullah Ahmadzai.
