At least four civilians were killed and 25 more wounded as a result of an IED explosion in the western city of Herat on Monday evening, the provincial police said.  

 The IED was embedded to a motorbike and was detonated in Haji Abbas vicinity in police district 12 (PD12) of the city. 

 "The death toll may rise,” said Farzad Frotan, acting head of the media department of Herat Police Headquarters. 

 Majority of the victims are local business owners, he said.
