According to the budget draft, 46 percent of the estimated amount is provided by internal sources.
The government has said that in the new amendment, salaries of teachers have also been increased.
The Afghan parliament has rejected the first two drafts, citing major shortcomings in the document.
Funds are allocated every year from the national budget for the Code 91 budgetary unit, which is meant for emergency needs.
Officials said the draft budget will be sent to the parliament this week for approval.

Officials said the Ministry of Telecommunication and Information Technology has spent 6.4 percent of its budget.
MPs said that at least $200 million has been added to development and ordinary budgets after an amendment.
Some MPs said the mid-year budget’s draft will be resent to the parliament on Wednesday.
