Govt Launches Probe Into Kunar 'Civilian Casualties'

Ministries of Defense and Interior Affairs have launched an investigation into reports which say civilians have been killed in government forces operation in Shegal district in Kunar province, security officials said.  

The Ministry of Defense (MoD) said Kunar operation was conducted jointly by Afghan and foreign forces, but a spokesman of US troops in Afghanistan said they only had an advisory role in the operation and that it was conducted by the Afghan forces.

The operation was conducted in Shegal districts on Thursday night and early reports say that nearly 20 civilians including women and children have been killed and wounded in the operation.

“With those who did negligence in this respect or did not give accurate information will be treated based on the law,” Ghafoor Ahmad Jawed, spokesman of Defense Ministry said.

“A team has been assigned to assess the incident and find out whether it was a mistake in air coordination or there was other problem,” said Najib Danish, spokesman for Ministry of Interior Affairs.

Kunar governor’s spokesman Abdulghani Musammim, however, on Friday said those who were killed in the operation were Taliban fighters, including five foreign militants.

The spokesman said that at least 15 civilians were wounded in clashes between security forces and militants.

Meanwhile, some lawmakers in the Wolesi Jirga, the Lower House of Parliament, criticized the sharp rise in civilian casualties in the recent operations and asked security departments to pay serious attention in this respect.

“This has been repeated continually. We ask security agencies to seriously manage the war in a way that Afghan people and civilians are not hurt,” Wolesi Jirga Speaker Abdul Rauf Ibrahimi said.

“This will not be good if they (government forces) continue military operations without a proper plan and if they kill one militant and dozens of civilians,” said Freshta Amini, an MP.

Kunar officials said a Taliban hideout was targeted from air and ground during the Thursday night’s operation by government forces.
