Hekmatyar Says Incumbent Govt Will ‘Collapse’ After US Withdrawal

Gulbuddin Hekmatyar, leader of Hizb-e-Islami party who runs for president, says the incumbent government is “weak” and cannot decide on major issues in the country and that it will “collapse” if the US forces leave the war-ravaged Afghanistan.

Addressing a group of his supporters at a campaign gathering at his residence in Kabul, Mr. Hekmatyar said that the US is seeking a government which will remain for a while after it withdraws its troops from the country.

Sources quoted by CNN on Friday said that the peace plan is expected to formalize a significant withdrawal of US forces from Afghanistan -- from about 15,000 troops to 8,000 or 9,000 troops -- and enshrine official commitments by the Taliban to counterterrorism efforts in Afghanistan.

“There is no doubt in US forces withdrawal [from Afghanistan]. They will definitely leave [the country],” Mr. Hekmatyar said. “There is no doubt in peace. Peace is coming.” 

“This is the analysis of those who have made this government, have ‘imposed’ this government and have supported it and have maintained it so far,” he said. “The analysis of American institutions show that the incumbent government will not remain even for a few weeks after US forces withdrawal.”

Mr. Hekmatyar linked the current situation with that of the early 1990s in Afghanistan when the then USSR forces left Afghanistan and left former president Dr. Najibullah in danger of collapse.

He reiterated that the thought that the incumbent government will remain is not true. 

He called on government leaders to avoid creating hurdles on the way of peace. 

“Peace is coming, and no one can create a barrier on its way. Afghans want peace. We support peace and the progress in this process,” he said. 

Mr. Hekmatyar said that at least one million Afghans have lost their lives in the war in the last 18 years as he explains the “depth of damage” the conflicts have inflicted to Afghanistan.

According to him, the US and NATO forces have “failed” to ensure security and stability in Afghanistan.

Mr. Hekmatyar said the upcoming presidential election might be postponed as peace and election cannot be carried out together.

But he added that he will continue his campaign.
