Noor Orders Arrest Of Newly-Appointed Balkh Governor

Atta Mohammad Noor, the ousted governor of Balkh, has ordered the removal of Engineer Mohammad Dawood, the newly-appointed governor of Balkh by President Ashraf Ghani.

A letter obtained by TOLOnews shows that the order has been issued based on complaints by residents of Zaare district in Balkh.

The residents claimed that Engineer Dawood had been involved in the murder of their family members some years ago.

“Engineer Dawood killed my brother. My brother left three daughters and four sons,” Ahmad Khan, a resident of Balkh claimed.

“He (Dawood) jailed my father. All people knew about it. Then he took him and shot him to death,” Noor Mohammad a resident of Balkh claimed.

“According to 92 and 97 articles of the Penal Code and other laws in the country, the only organizations to order arrest warrants are courts and attorney offices,” Waheed Farzaee, a lawyer in Balkh said. 

Meanwhile, Atta Mohammad Noor, who sees himself as the incumbent governor of Balkh, has asked the appellate court of Balkh, in the letter, to put Dawood under the judicial investigation.

However, the appellate court of the province said it is unaware of the order and that residents of the Zaare district have sent a complaint letter to the office.

“Individuals are different. This is from previous years and it must be investigated,” said Abdul Hadi Hadi, head of the appealed court’s attorney in the province.

However, Mohammad Dawood said the allegations are a plot against him.

“I am not a rebel. If someone has a complaint or claim, I am ready to appear at any organization which is required,” he said.

“Individuals cannot judge, judicial organizations should take decisions in this respect,” said Munira Yusufzada, spokesperson for Independent Directorate of Local Governance.

The attorney office of Balkh appellate court said it considers Dawood to be a suspect. According to the office, they will announce their decision on the matter after their investigation had been completed.
