US Ambassador: NPA Delays Fuel Purchase During Power Outage?

The US ambassador to Afghanistan John Bass on Wednesday called out the National Procurement Authority (NPA) for not approving the purchase of fuel for thermal electricity.

“Hearing reports the National Procurement Authority won’t authorize fuel purchases for the power plant providing the only electricity in Kabul – even while the U.S. &  @ResoluteSupport help #Afghan security forces enable repairs to power transmission lines. Could this be true?” Bass asked in a tweet.

Sources have told TOLOnews that five months back, Da Afghanistan Breshna Sherkat (DABS), the country’s main power supply company, had sent a letter to the NPA to authorize purchasing fuel for Tarakhel Thermal power plant. However, to date, the request has not been approved.

Electricity from Uzbekistan was cut off to eleven provinces on September 15 after insurgents attacked power pylons.

Residents have accused the NPA of ignoring people’s need for energy. “This situation harms only the lower class people; wealthy people aren’t harmed too much,” said Ahmad Wais, a resident of Kabul.

“The government and other departments who handle utilities should focus on generating electricity from domestic resources,” said Habibullah Nayab, a resident in Kabul.

“We are trying to connect Kabul to 150 megawatts of electricity on an emergency basis. After the addition of infrastructure, we will reconnect 300 megawatts of electricity to Kabul and this can take 15 days,” said Wahidullah Tawhidi, DABS spokesman.

Sources have told TOLOnews that the request was made to the NPA five months ago.  

The NPA has stated that DABS was authorized to purchase five million Afs worth of fuel on a daily basis.
