The Independent Election Commission (IEC) on Sunday issued the voter lists for Badghis, Bamiyan, Balkh, Kandahar, Khost, Kunduz, Logar, Samangan, Laghman and Nimroz provinces. 

IEC chief Gulajan Abdulbadi Sayyad said due to security reasons the lists will not be posted at the polling stations and will not be published on the IEC website. 

According to Sayyad, in these provinces 2,513,004 voters have registered their names correctly and this figure will be the maximum number of voters in these 10 provinces on election day. 

“If the list gets published before the actual time, the people who are against the elections and who are the enemy of Afghanistan, will create problems for the voters,” said Sayyad. 

Sayyad said 88,791 stickers have been discredited in these provinces as they were either attached to multiple IDs of single people, belonged to underage citizens or the information on the IDs did not match the actual ID holder.  

A number of institutions overseeing the election process meanwhile said if the IEC makes the voter lists public – at polling stations and on their website – transparency will be ensured.  

According to these institutions, if the IEC fails to make public the lists, then it is an indication that the commission is not sure of the accuracy of the lists.  

“If the commission does not do this (publishing the list), it means that the commission itself is doubtful about the accuracy of the list and knows that it will be questioned,” Yusuf Rasheed, chief executive of Free and Fair Election Foundation of Afghanistan said. 

Last week the election commission issued the preliminary voter lists for Sar-e-Pul, Panjshir, Zabul and Farah provinces. 

The IEC chief said the lists will not be posted at polling stations nor published on their website for security reasons.
