New Election Chiefs Promise Transparent Polls

Hawa Alam Nuristani, the new head of the Independent Election Commission, on Wednesday said the commission is resolute towards using biometric identification devices in the July 20 presidential elections in the country in order to ensure transparency in the process.

She said the election management bodies will prefer to involve the youths and the students in the election process.

“Whether it is district councils’ elections, parliamentary or presidential elections, it is the legal responsibility of the commission to do well,” said Nuristani.

Nuristani is a former MP. She has a bachelor’s degree in law. She got eight votes from 17 presidential candidates who voted for 81 applicants of election commissions’ post at a ceremony in the Presidential Palace March 1.

During her career, Nuristani has worked as a TV presenter for the National Radio-Television, a clerk in Ministry of Women’s Affairs, member of the Wolesi Jirga, member of the High Peace Council, human rights commissioner and as member of the Oversight Commission on Access to Information.

“Biometric is the best system to prevent fraud, but for that, we should take advantage from our computer science and IT students,” added Nursitani.

Meanwhile, Zuhra Bayan Shinwari, the new head of the Independent Electoral Complaints Commission, said the commission will address all the shortcomings and complaints filled during the October 20 parliamentary elections.

She said that lack of awareness among the people about the elections was one of the key reasons behind the shortcoming in the previous elections.

“We will try to work together with the election commission for trust-building and to undertake an awareness campaign under a new mechanism, under a new method and then we will move towards identifying the cadres,” said Shinwari.

Shinwari, who was elected as the chairperson of the Independent Electoral Complaints Commission (IEC), has a bachelor’s degree in law.

“We want to assure our faithful nation that we will fight. We will do whatever we can to make good programs to move towards success with the help of suggestions of the experts,” added Shinwari.

 This comes after all commissioners from the two electoral commissions – the Independent Election Commission and the Independent Electoral Complaints Commission – were dismissed from their posts, including the two chiefs, after President Ashraf Ghani signed off on an amendment to the electoral law.

Ghani approved the amendment on February 20, which resulted in the instant dismissal of the commissioners – including IEC chief Abdul Badi Sayyad and IECC Aziz Azizullah Aryayee.

President Ashraf Ghani in four decrees released this week announced the list of new members of the Independent Election Commission and the Independent Electoral Complaints Commission as well as the heads of the secretariats of the two electoral bodies.
