Officials from ministries of Education and Higher Education on Saturday defended a plan on university seats based on which 25 percent of university seats in provinces will be allocated to local students of respective provinces.

The ministries said the university entrance exam, called as Kankor exam in Afghanistan, will be conducted normally countrywide except the amendment on university seats.
