HPC Declares Taliban War ‘Unlawful’

High Peace Council (HPC) members on Saturday met with Afghanistan’s Ulema Council leadership and declared the Taliban’s war “illegitimate”.

They also called on the group to end the “devastating” war.

Members of the two councils said they brought back messages from the recent Ulema meeting in Saudi Arabia and said the Taliban’s war does not have religious legitimacy and that the war is a rebellion.

“All of them (religious scholars at the conference) said this war is illegitimate. They called it forbidden. They called it a rebellion,” said Abdul Rahman Saleem, deputy head of the HPC. 

“There is no reason for this war to keep going on,” said Samiullah Raihan, a member of the Ulema Council.

Members of this council also called on the Taliban to respond positively to the Afghan government’s peace offers.

“Unfortunately, no sacred places are safe in this war. It means that their honor has been violated,” said Qiyamuddin Kashaf, head of Afghanistan’s Ulema Council.

The religious scholars meeting on Afghanistan was organized by the Organization of Islamic Cooperation (OIC) in Saudi Arabia earlier this month. 

The two-day Ulema Conference began in Jeddah and ended in Mecca with the adoption of the 'Makkah Declaration.' 

At the end of the conference, OIC chief Yousef bin Ahmad Al-Othaimeen said the declaration represents a legitimate road map for finding peaceful resolution to the Afghan crisis.

The declaration called on all the Afghan factions to agree to a ceasefire and start direct peace talks on the basis of the Islamic values of denouncing violence, sedition and division and achieve reconciliation.

"We are urging the Afghan government and the Taliban to agree to a truce and start direct negotiations," the declaration said while emphasizing that national dialogue is the best way to end the strife.
