Zahir Akbari, the newly appointed head of the provincial office of the Independent Election Commission (IEC) for Kabul has resigned after accusing the head of the secretariat of the commission of being corrupt.
 
Akbari said this was the main reason for him stepping down. 
 
In a social media post, he has labeled the IEC secretariat as a corrupt administration and a mafia circle.
 
Akbari was appointed to the post a month ago in place of Awal Rahman Rodwal, the former head of the IEC’s Kabul office, who was removed by the lEC leadership following the parliamentary elections last month. 
 
Previously, Akbari was head of the IEC office in Balkh.
 
Akbari wrote on his post that widespread fraud and financial corruption took place during the elections in Kabul and that he does not have the ability to resolve the problems. 
 
The IEC deputy spokesman Sayed Zabihullah Sadat dismissed the allegations but said the claims will be investigated. 
 
“The Independent Election Commission will run its assessments in this regard. The issues that he (Akbari) has mentioned as reasons behind his resignation will be assessed and the results will be shared with the people,” Sadat said.
 
A former IEC official meanwhile said interference by members of the commission are the reasons behind problems regarding the Kabul elections.
 
“Corruption is as much as an employee or a commissioner who was trusted and was brought to the post to help overcome corruption, was not able to do it and raised his voice. The reason that he raised his voice was because of widespread corruption in the election commission’s activities,” said Daud Ali Najafi, former head of IEC secretariat.
 
 
Akbari has said that he will soon make public the documents about corruption and fraud in elections.
 
“There are problems. There were a lot of  irregularities in elections and he (Akbari) did not feel he was in the leadership and ultimately poor management and leadership in the commission were the challenges which resulted in the resignation of the official,” said Naeem Ayubzada, CEO of Transparent Election Foundation of Afghanistan.
 
This comes after allegations were made by monitoring organizations and a number of candidates regarding corruption and fraud during parliamentary elections held on October  20 and 21.

IEC’s deputy spokesman rejects the allegations but says the commission is assessing the claims made by the provincial head of the institution.
