IEC Asked Not To Interfere In Complaints Commission

The Independent Electoral Complaints Commission (IECC) on Sunday called on the Independent Election Commission (IEC) not to interfere in its affairs over addressing the violations of candidates during electoral campaigns. 

The IECC officials said if the election commission interferes in their activities, the commission will be prosecuted. 

The IECC’s remarks come after on Saturday the election commission warned parliamentary candidates not to violate the law during campaigns and said they already has charged a number of candidates with fines as they violated the procedures.

Over 2,500 candidates will compete for 249 seats in the Wolesi Jirga, the Lower House of Parliament. The elections are scheduled for October 20.   

The IECC spokesman Ali Reza Rouhani said all violations of electoral campaigns will be probed and handled by the electoral complaints commission except media violations that will be probed by the election commission’s media committee. 

“There is only one exception which is media violations that will be investigated by the election commission,” said Rouhani. 

The Independent Election Commission meanwhile said all the media violations of the candidates will be investigated by them. 

The IEC spokesman Sayed Hafizullah Hashemi said they have the authority to probe other violations by candidates as well and that is because the election commissions’ media committee has been formed. 

“They (IECC) should read the law that who has the responsibility (for probing violations). If the law says this (violations probing belongs to IECC), then why the media committee has been formed and what it should do?” asked Hashemi. 

The electoral complaint commission meanwhile criticized the election commission over delay in issuance of the voter lists. 

“Lack or delay in issuance of the preliminary list of voters and lack of a specified period for addressing complains over voters list are the problems that have created problems for us,” Rouhani said. 

The election commission however said they will release the preliminary list of voters on Monday.

The IECC asked the parliamentary candidates to read the electoral procedures and if they violate the procedures, they will be charged from 5,000 AFs to 50,000 AFs and even they will face further prosecutions. 

The new dispute among the electoral commissions raised three days after the official start of electoral campaigns.
