Ghani, CEO Reach Electoral Reforms Agreement

Abdullah Abdullah, the Chief Executive Officer (CEO) of National Unity Government (NUG), on Monday said that with the agreement reached between him and President Ashraf Ghani, the government will be able to implement systematic reforms in Afghanistan's election system.

He said that steps regarding election reforms will be taken in a few days.

"In recent days we have had discussions about the election reforms and reached an agreement in this respect, InshaAllah (God willing) practical works about reforms will be initiated soon," said Abdullah.

Ten days ago Ghani directed the Ministry of Justice (MoJ) to publish the presidential decree on the electoral reforms in the official gazette, but the spokesman of the Ministry of Justice said the decree has not yet been published.

"The president has ratified the legislative decree on election reforms. The decree so far has not reached the Ministry of Justice, but the decree will be put in place once we receive it," said Aman Riazat, spokesman for the MoJ.

Abdullah's remarks indicate that months of controversy over election reforms could now have ended.

Two days ago, Ghani's second VP Mohammad Sarwar Danish said in a Facebook post that government has directed the election commission to finalize the electoral constituencies in the country in accordance with the population in the provinces so that there will be transparent and just representation of the people.

But, article 83 of the Afghan Constitution stresses that the mentioned items have to be determined by the election law.

"Electoral constituencies and other related affairs are supposed to be determined by the election law. In line with election law, all necessary arrangements need to be formed in a manner that can ensure the just and fair representation of the entire people of the country. With consideration of the population of each province, there should be at least two women representatives in the Wolesi Jirga (Lower House of Parliament)," article 83 of the Afghan Constitution reads.

"Until now we do not know about the details of the items which are related to the election law, I think we have to be patient and see what recommendations the new leadership of the election commission offers," said Shah Sultan Akefi, head of the Electoral Reform Commission (ERC).

With the implementation of the law, the selection committee of the election commissions will start work. With the appointments of a new election commissioner, practical work will start to arrange for the holding of Afghanistan's parliamentary elections.
