Security Incidents and Casualty Figures From Solar Year 1402

TOLOnews' findings indicate that in the past solar year, more than ten suicide and other bombing attacks occurred across the country, resulting in 40 deaths and 130 injuries.

These attacks took place in the provinces of Baghlan, Badakhshan, Balkh, and Kabul.

However, the Islamic Emirate, which considers the establishment of security as one of the achievements of the caretaker government, said that efforts are being made to prevent further security incidents.

Notable incidents include an attack on the Ministry of Foreign Affairs of the Islamic Emirate on the 7th of Hamal (March 27, 2023), an attack on the governor of Badakhshan on the 16th of Jowza (June 6, 2023), an explosion near the funeral of the former deputy governor (acting governor) of Badakhshan on the 18th of Jowza (Jun 8, 2023), and an attack on the Imam Zaman mosque in the city of Pul-e-Khumri on the 21st of Mizan (October 13, 2023).

Mawlawi Mohammad Yaqoob Mujahid, acting Minister of Defense, in a press conference of the Security and Clearance Commission held in Jadi 1402 (December 2023), mentioned the presence of Tajikistan and Pakistani fighters in security incidents in Afghanistan and added that in the operations over the past two years, several of these fighters were killed and dozens were arrested.

"The attacks that occurred in Afghanistan in mosques, khanqahs, on religious scholars, and at people's gatherings, were all carried out by foreign nationals, especially citizens of Tajikistan," Mujahid said.

Abdul Matin Qane, spokesperson for the Ministry of Interior, said: "In most provinces of the country, no security incident has occurred. Even in the first-tier provinces, we did not have a single security incident last year."

According to TOLOnews findings, in 1401, at least 110 people were killed and 270 others were injured in 12 security incidents.

Border tensions were another issue that persisted in 1402. These tensions mostly occurred with Iran and Pakistan. The Islamic Emirate has said regarding these conflicts that all the border clashes were initiated by the neighboring countries first, and the caretaker government had never intended to ruin relations with the neighbors.

In the latest incident, Pakistani fighters bombed parts of Paktika and Khost provinces a day ago, and the border forces of the two countries engaged in conflict again.

Pakistan claimed that in this incident, fighters of Tehreek-e-Taliban Pakistan (TTP) were targeted, and the Islamic Emirate reported the death of eight civilians, including children and women, in these airstrikes.

“The Islamic Emirate of Afghanistan strongly condemns these strikes and calls the unconsidered act an invasion of its territory, the Islamic Emirate of Afghanistan has the experience of a long struggle for freedom against the superpowers of the world and cannot tolerate any kind of invasion of its territory,” Hamdullah Fitrat, the deputy spokesman of the Islamic Emirate stated about the recent Pakistani airstrikes.

Throughout the past year, Pakistan has repeatedly claimed that the caretaker government has sheltered TTP militants in parts of the Durand Line, a claim that the Islamic Emirate has consistently denied.

Asif Ali Durani, Pakistan's special representative for Afghanistan, said on the 20th of Aqrab (November 11, 2023): “Peace in Afghanistan has become a nightmare for Pakistan. Because those people who are taking sanctuary inside Afghanistan, they are launching those attacks and as the Prime Minister had rightly pointed out, the increase has been 65% ever since the Taliban have come to power, but the suicide attacks actually have increased five hundred precent."

However, countries around the world and the United Nations have had varied views on the Islamic Emirate's fight against narcotics. The United Nations praised the reduction in production, processing, and smuggling of narcotics by the Islamic Emirate in a report; however, the Tajikistan Drug Control Agency claimed in Dalwa (January 2024) that there has been no decrease in the volume of narcotics smuggled from Afghanistan to that country.

Iran also expressed concern about the smuggling of narcotics from Afghanistan several times.

The Security Council, in Dalwa 1402 (January 2024), expressed concern about the presence of terrorist groups including ISIS in Afghanistan. Vladimir Voronkov, the United Nations Under-Secretary-General for Counter-Terrorism, and also the representative of the United States at the Security Council, urged the Islamic Emirate to take action against terrorist groups, especially Daesh.

In response to these statements, the Islamic Emirate emphasized that Daesh has been defeated in Afghanistan.
