Russia’s Envoy Discusses Afghanistan With Indian Officials

Indian media reports reveal that Russian President Vladimir Putin's special envoy Zamir Kabulov recently visited Delhi and held discussions with India’s National Security Advisor Ajit Doval and foreign secretary S. Jaishankar.

The Times of India said in a report on Monday the visit has not been made public by the Indian government.

According to the report, the Russian envoy discussed regional security but their main focus was on the developing situation in Afghanistan and the role of Pakistan.

Russia's insistence on engaging the Taliban and its recent emphasis on Pakistan's role in Afghanistan seemed to suggest a divergence of interests with India, the report said. Moscow believes that the real threat to the region comes from Daesh and not Taliban.

Kabulov is believed to have reiterated before top Indian officials Russia's position that the US finds itself stranded in a veritable cul-de-sac — with Taliban now controlling over 40 percent of Afghan territory — and that these circumstances warranted talks with those in the Taliban who were willing to give up violence.

Kabulov’s visit to India comes after the US Secretary of State Rex Tillerson made an unannounced visit to Afghanistan on Monday.

The US embassy in Kabul confirmed the visit and said Ghani and Tillerson reaffirmed the US-Afghan commitment to achieving peace, stability and long-term prosperity in Afghanistan.

According to a government source, the discussions centered around counterterrorism, the new US strategy on Afghanistan, the peace process and bilateral relations.
