The High Peace Council (HPC) officials on Monday said at a gathering in Kabul a large number of militants who had joined the peace process have returned to their insurgent groups. 

HPC deputy head Habiba Sarabi said because of this issue, the new strategy by the High Peace Council has been handed to the National Directorate of Security.
