At least 1,900 civilians have been killed and wounded in the past year in Helmand province.
Human right commission regional office in Helmand said the casualties among civilians were the result of clashes, blasts and insurgent attacks.
Helmand residents have called on all sides in the war not to involve and harm civilians in their battles.
