Caretakers Run Key Posts In Govt’s Economic Sector

TOLOnews findings show that over 60 key posts are run by caretakers in the economic sector of the National Unity Government (NUG). 

The findings reveal that a number of these posts lack caretaker and their duties are run by other employees of relevant departments. 

This report covers more than 10 economic institutions of government.

The Ministry of Labor, Social Affairs, Martyrs and Disabled has three acting deputies while the Ministry of Agriculture, Irrigation and Livestock hastwo acting deputies and 10 acting directors.

Meanwhile, the Ministry of Energy and Water has 17 acting directors.

The Ministry of Urban Development has one acting deputy and 14 acting directors, and the Ministry of Rural Rehabilitation and Development has one acting deputy and two acting directors.

The Ministry of Commerce and Industries, the Ministry of Transportation and Civil Aviation and the Ministry of Economy are in the bottom of the list in terms of the number of their caretakers.

A lawmaker said some groups around President Ashraf Ghani want to have their favorites in government posts and that is a reason for a continuing caretaking trend in government institutions. 

“There are four or five groups around the president (Ashraf Ghani). Every group wants to keep their favorites in government posts. This prolongsthe caretaking trend,” Abdul Rahim Ayubi, an MP, said. 

An official from the Independent Administrative Reform and Civil Service Commission (IARCSC) said they have started announcing vacant positions from the Finance Ministry, adding that they will appoint qualified individuals in government posts. 

“We have received an appointment plan for at least 50 posts of first and second grades for the Ministry of Finance which includes general directorates and ordinary directorates,” said Najib Amin, head of appointments board of the IARCSC, said.

“In addition to these posts, there are 300 other posts for Finance Ministry which fall under grade third and fourth,” he added.

Meanwhile, the minister of energy and water, Ali Ahmad Osmani, said written tests and interviews have been held for 19 vacant posts in the organization. 

“We have held CBR (Capacity Building for Results Program) tests for 19 posts and the written tests and interviews have been completed,” Osmani told TOLOnews.

“We hope to finish the appointment process for these positions within the next two to three weeks,” he added.
